According to 14 CFR § 91.3(b): "In an in-flight emergency requiring immediate action, the pilot in command may deviate from any rule of this part to the extent required to meet that emergency." Typical emergency situations include: * Engine failure or mechanical malfunction * Severe weather * Fuel exhaustion * Navigation failure * Medical emergency onboard But what if the emergency involves someone on the ground? Are we authorized to deviate from the regulations in order to assist with a true emergency involving someone on the ground, perhaps with a medical emergency, when other means of transport are unavailable? Scenario ======== Statistics say a partial power failure is three to five times more likely than a complete power failure. But that might mean three times as many options and a paralysis of indecision.
